Venezuelan citizens responded on Dec. 2 in a peaceful and orderly way to the referendum convoked by the National Electoral Council (CNE) to approve or reject the proposal to reform the National Constitution, presented to the citizens by the government of the Bolivarian Republic of Venezuela. With 90 percent of the vote counted, the CNE declared the referendum defeated, and immediately thereafter President Hugo Chávez Frías accepted the results on national television.
The Carter Center congratulates the actors for and against the referendum, the government of the Bolivarian Republic of Venezuela, and all Venezuelan citizens for their demonstration of democratic conviction and civic duty on Dec. 2. The Carter Center also congratulates the electoral authorities for the measured and responsible management of this critical democratic exercise and their efforts to strengthen the guarantees the electoral system offers the citizens.
The Carter Center hopes that, as a result of this experience, the different political sectors of the country will find a way to leave behind the dynamics of confrontation, to clear the path to find minimal agreements to meet the aspirations and needs of all Venezuelans.

En forma ordenada y pacífica, demostrando una notable convicción democrática, la ciudadanía venezolana respondió el 2 de diciembre a la convocatoria efectuada por el Consejo Nacional Electoral (CNE) para aprobar o rechazar la propuesta de reforma a la constitución nacional presentada ante la ciudadanía por el gobierno de la República Bolivariana de Venezuela. El CNE, una vez escrutado alrededor del 90 por ciento de los votos, declaró ganador la opción apoyada por los opositores a la propuesta oficialista, pronunciamiento que fue rápidamente acatado en cadena nacional por el presidente de la República, Hugo Chávez Frías.
El Centro Carter desea felicitar a los actores del referendo aprobatorio, el gobierno de la República Bolivariana de Venezuela y al conjunto de la ciudadanía venezolana por la extraordinaria manifestación de civismo ofrecida al mundo el 2 de diciembre pasado. El Centro Carter desea asimismo congratular a las autoridades electorales por la conducción mesurada y responsable de este crítico ejercicio democrático, así como por los esfuerzos realizados para fortalecer las garantías ofrecidas por el sistema electoral a la ciudadanía.
El Centro Carter espera que, como resultado de esta experiencia, los diversos sectores políticos del país encuentren la manera de dejar atrás la actual dinámica de confrontación, despejando el camino para la construcción de acuerdos mínimos, que puedan dar respuesta a las aspiraciones y necesidades de todas y todos los venezolanos.
