CONCLUSIONS ON VENEZUELAN VISIT

The Director of The Carter Center Americas Program Jennifer McCoy concluded an institutional visit of three days to Venezuela on May 26, during which she met with the president of the National Electoral Council (CNE), the Vice-president of the Republic, the Archbishop of Caracas, the ministers of Foreign Relations, Communication and Information, and Science and Technology, opposition candidates, and representatives of international organizations such as UNDP and the European Union. She also met with the directors of diverse organizations such as: Grupo Cesap, Ojo Electoral, Súmate, INVESP, Convidemos, IPYS, Aquí Cabemos Todos and Fortalecer la Paz, among others.

In her contact with Venezuelan political actors, McCoy listened to various concerns regarding the electoral process, from both the opposition and the governmental sectors. The candidates and leaders of the opposition expressed concern about the conditions of electoral process, emphasizing in particular the use of thumbprint identification machines and electronic notebooks, the number or percent of ballot boxes that will be opened for verification of the vote, and the norms for the audit of the permanent voters list (REP). For their part, the government sectors expressed doubts about the intention of the opposition to participate in the electoral process through election day.

The director of the Carter Center Americas Program highlighted the urgent need to strengthen citizen confidence in the election process, underlining the shared responsibility of the government and the opposition in this task. She urged election authorities and political actors to strengthen and deepen dialogue to establish a set of agreed-upon rules before the period of inscription of candidates, with the purpose of guaranteeing integrity, transparency and a secure vote, as well as facilitating increased participation at the next electoral event.

McCoy commended the new CNE directorate for opening consultations with all the political actors, and also for augmenting the audit process for the voter registry to include numerous proposals made by the universities, follow-up on the recommendations advanced by CAPEL, and the establishment of mechanisms for a citizen's audit of the voter registry.

McCoy noted that while the new CNE is still in its initial phase of preparations, the accumulated work of some of its members ought to permit rapid progress in its work.

During her visit to Venezuela, Dr. McCoy was accompanied by The Carter Center delegate to Venezuela, Dr. Héctor Vanolli.

JENNIFER MCCOY CONCLUYO VISITA A VENEZUELA

La Directora del Programa para las Américas del Centro Carter, Jennifer McCoy, concluyó el viernes 26 de mayo una visita de carácter institucional a Venezuela de tres días, donde estableció contacto con la presidenta del CNE, el Vicepresidente de la República, el Arzobispo de Caracas, los ministros de Relaciones Exteriores, MINCI y Ciencia y Tecnología, candidatos de la oposición, representantes de organismos internacionales como PNUD y Unión Europea. Igualmente se reunió con directivos de diversas organizaciones tales como: Grupo Cesap, Ojo Electoral, Súmate, INVESP, Convidemos, IPYS, Aquí Cabemos Todos y Fortalecer la Paz, entre otros.

Durante su contacto con los actores políticos venezolanos, McCoy recogió diversas inquietudes y preocupaciones sobre el proceso electoral, tanto de los sectores de la oposición como del oficialismo. Los candidatos y dirigentes de la oposición expresaron preocupación sobre las condiciones en que se desarrollará el proceso electoral, poniendo énfasis en el uso de las captahuellas y cuadernos electrónicos, el número o porcentaje de urnas que deberán abrirse para la verificación del voto y las normas y disposiciones sobre las auditorías del REP. Por su parte, los sectores oficialistas manifestaron dudas sobre la determinación de la oposición de transitar el camino electoral hasta el mismo día de las elecciones.

La Directora del Programa para las Américas del Centro Carter destacó la urgente necesidad de fortalecer la confianza de la ciudadanía en el proceso electoral, subrayando la corresponsabilidad del oficialismo y la oposición en esta tarea. Al respecto, exhortó a las autoridades electorales y a los actores políticos a fortalecer y profundizar el diálogo para el establecimiento de un conjunto de reglas consensuadas antes del período de inscripción de candidatos, a fin de garantizar la integridad, la transparencia y la seguridad del voto, así como facilitar la participación de cara al próximo evento electoral.

McCoy saludó la disposición del nuevo directorio de abrir un espacio de consulta con todos los actores, así como la ampliación del proceso de auditorías al registro electoral, de forma de agregar a las propuestas realizadas por las universidades, el seguimiento de las recomendaciones efectuadas por CAPEL y el establecimiento de mecanismos para la realización de una auditoría ciudadana.

McCoy destacó que si bien el nuevo CNE está todavía en su fase inicial de trabajo, la experiencia acumulada de algunos de sus miembros deberá permitirles avanzar rápidamente con su tarea.

Durante su visita a Venezuela, la doctora McCoy estuvo acompañada por el delegado del Centro Carter en Venezuela, Licenciado Héctor Vanolli.
