Statement on Venezuela: Joint Mission of the OAS and The Carter Center (English and Spanish)

Now that the signature collection process for the recall referenda has been concluded, the joint mission of the Organization of American States and The Carter Center wishes to express its gratitude for the warm welcome it has received and for the confidence placed in its observers by the Venezuelan people, and for the collaboration of the governmental and electoral authorities, the representatives of the various political and civil society organizations, and the members of the armed forces.

The mission, composed of more than 50 international observers deployed in 20 of the 24 states of the country, wishes to share the impressions gathered throughout the entire process.

In general, the mission would like to highlight the cordiality and cooperation with which the Venezuelans have carried out this process, and the notable demonstrations of civic pride and of democratic coexistence, whether through registering signatures in the different centers or through respecting the right of others to express their opinions. The mission informs the country with great satisfaction that the process was completed peacefully and without major obstacles that would have impeded the free exercise of constitutional rights.

The CNE and the different groups engaged in the organization and the supervision of the signature collection demonstrated their capacity to carry this process out in accordance with the principles of transparency and integrity, reaffirming the legitimacy and credibility that these electoral institutions enjoy in Venezuelan society. In the same way, the political forces and civil society organizations reaffirmed their commitment to constitutional processes, adhering to the norms established for the exercising of this right.

The armed forces carried out their task in a professional manner, guaranteeing the security of the process. In cases where difficulties were observed, they were resolved satisfactorily with the approval of the groups involved.

With respect to the process this past weekend, our observers' reports indicated it was generally carried out in an orderly fashion and without major difficulties. The logistics and organization were adequate, the members of the centers carried out their duties thoroughly, and all of the centers received the material to allow them to operate. In the cases of those centers that ran out of forms, the citizens were appropriately redirected to other signature collection points, which allowed for full participation in the process.

Although our observers reported individual acts of intimidation or violence, those who came to register their signatures in the approved centers did not have any difficulty expressing their will. The complaints received by the mission about some of these occurrences have been investigated and forwarded to the CNE, which has processed them in a diligent and effective manner.

The mission has watched with discomfort some recent public declarations that could detract from the credibility of the current process. The mission considers that such declarations, when the signature collection had still not been completed, affected the climate of democratic coexistence during the process.

In this sense, the mission wishes to reiterate, as all participants in the process have done up to this point, that the only power with the capacity to dismiss or resolve the accusations is the CNE, which up to now has demonstrated its impartiality and capacity to confer legitimacy and transparency on this process. As a result, the mission urges those involved to submit any complaints, concerns or uncertainties they may have about the process to the jurisdiction of the CNE.

As already mentioned, the mission is evaluating with the authorities of the CNE how it might aid the CNE in the verification process.

Finally, the mission declares that it will remain in the country while waiting for the start of the verification of the forms presented by the government and the opposition.

COMUNICADO DE PRENSA

Mision Conjunta de la Organizacion de los Etados Americanos (OEA) y El Centro Carter

Caracas, diciembre 1, 2003

Habiendo concluido hoy el proceso de recolección de firmas para la convocatoria a referendos revocatorios, la Misión Conjunta de la Organización de los Estados Americanos (OEA) y el Centro Carter desea agradecer la acogida y la confianza brindada a sus observadores por la población venezolana, así como la colaboración prestada por las autoridades gubernamentales y electorales, los representantes de las diferentes organizaciones políticas y de la sociedad civil y los miembros de las Fuerzas Armadas.

La Misión, compuesta por más de 50 observadores internacionales, desplegados en 20 de los 24 estados del país, desea compartir las impresiones recogidas a lo largo de la totalidad del proceso.

En general, la Misión desea destacar la cordialidad y confraternidad con la que los venezolanos han asumido este proceso y la notable manifestación de civismo y sentido de convivencia democrática demostrada, ya sea concurriendo a registrar su firma en los distintos centros habilitados para ese fin o respetando el derecho de los demás a expresar su opinión. La Misión desea informar con satisfacción al país que el proceso culminó en paz y sin mayores obstáculos que impidieran el libre ejercicio de los derechos constitucionales.

El CNE, y las distintas organizaciones vinculadas a la organización y la supervisión de esta etapa, demostraron su capacidad para llevar adelante este proceso de acuerdo a los principios de transparencia e integridad, reafirmando una vez más la legitimidad y credibilidad de la que gozan estas instituciones electorales en la sociedad venezolana. De igual forma, las fuerzas políticas y las organizaciones de la sociedad civil reiteraron su apego a la institucionalidad, ajustándose a las normas establecidas para el ejercicio de este derecho.

Las fuerzas armadas desempeñaron su tarea en forma profesional, garantizando la seguridad del proceso. Los casos en que se observaron dificultades se resolvieron satisfactoriamente con el beneplácito de los sectores involucrados.

En referencia al proceso desarrollado este fin de semana, según los informes de los observadores, el mismo se realizo en general en forma ordenada y sin mayores inconvenientes. La logística y organización fueron adecuadas, los miembros de los centros cumplieron cabalmente con sus deberes, y la totalidad de los centros contó con el material para el desempeño de los mismos. En los casos de aquellos centros en los que se agotaron las planillas, los ciudadanos fueron adecuadamente dirigidos a otros puntos de recoleccción de firmas, lo que permitió la plena participación en el proceso.

En esta segunda etapa, si bien nuestros observadores reportaron actos puntuales de intimidación o violencia, el sector de la población que concurrió a registrar su firma en los centros habilitados, no tuvo inconvenientes para expresar su voluntad.

Las denuncias recibidas por la Misión sobre algunos de estos hechos han sido debidamente sustanciadas y elevadas al CNE quién dio trámite a las mismas en forma diligente y efectiva.

La Misión ha visto con inquietud algunas declaraciones realizadas recientemente que pueden restar credibilidad al actual proceso. La Misión considera que tales declaraciones, en el momento en que la recolección de firmas aún no había finalizado, afectaron el clima de convivencia democrática en el que se desarrolló el proceso.

En este sentido, la Misión desea reiterar, como lo han hecho hasta ahora la totalidad de los actores del proceso, que el único poder con facultad para dirimir o resolver las denuncias presentadas es el CNE, quién hasta el momento ha demostrado su imparcialidad y capacidad para otorgar a este proceso legitimidad y transparencia.

Consecuentemente, la Misión exhorta a los actores involucrados a someter a la jurisdicción del CNE las denuncias, preocupaciones e inquietudes que puedan tener sobre el desarrollo del proceso.

Tal cual se adelantara aoportunamente, la Misión esta evaluando con las autoridades del CNE la forma en que la misma puede asistir al CNE en el proceso de verificación.

Finalmente, la Misión informa que permanecerá en el país a la espera del inicio del proceso de verificación de las planillas presentadas por parte del gobierno y la oposición.
