Carter Center Condemns the Continued Violence in Nicaragua

ATLANTA — The Carter Center strongly condemns the violent retaliation and excessive use of force against demonstrators in Nicaragua, and calls on the government to cease all acts of violence and repression and to dismantle para-police groups and riot squads.

Since April 18, police, para-police, special forces, and organized groups with links to the government have suppressed citizen protests throughout the country, resulting in the deaths of at least 146 people. Hundreds more have been injured or arbitrarily detained, facing acts of torture and cruel, degrading, and inhumane treatment. As has been widely documented by the Inter-American Commission on Human Rights, victims include children, students, human rights defenders, journalists, and other civilians.

We emphatically support the creation of an Interdisciplinary Group of Independent Experts by the IACHR, as a result of its in loco visit, and encourage the Ortega administration to comply with its mandates. We insist that there be a thorough, transparent, and independent inquiry into the violence to ensure truth, justice, and reparations for all victims.
The government has the responsibility to guarantee and respect the life and integrity of its people under any circumstance. It must ensure the right to freedom of assembly and peaceful demonstration and provide guarantees of security for the political opposition.

The Carter Center denounces the systematic prosecution and harassment of social activists, journalists, and human rights defenders. It also rejects the recent accusations made against Felix Maradiaga, executive director of the Institute of Strategic Studies and Public Policies, for alleged crimes of collusion, terrorism, and drug trafficking, as well as the accusations against other individuals who have tirelessly worked for democracy and the protection of human rights in their country.

We remind all Nicaraguans that the exercise of their constitutional right to protest must be peaceful, tolerant, and respectful of the pluralism of a democratic society, and we demand the immediate cessation of all acts of violence, intimidation, and threats. We urge the Ortega administration to seek mechanisms and solutions to prevent a downward spiral of conflict, and call upon all actors to resume the dialogue process to arrive at a peaceful resolution of the political crisis.

El Centro Carter condena la continuación de hechos violentos en Nicaragua

ATLANTA — El Centro Carter condena enérgicamente las violentas represalias y el uso excesivo de la fuerza contra los manifestantes en Nicaragua, y hace un llamado al gobierno para que cese todos los actos de violencia y represión y desmantele los grupos parapoliciales y las brigadas antidisturbios.

Desde el 18 de abril, la policía, la parapolicía, las fuerzas especiales, y los grupos organizados vinculados al gobierno han reprimido protestas ciudadanas en todo el país, lo que ha provocado la muerte de al menos 146 personas. Cientos más han sido heridos o detenidos arbitrariamente, sometidos a actos de tortura y tratos crueles, degradantes e inhumanos. Como ha sido ampliamente documentado por la Comisión Interamericana de Derechos Humanos (CIDH), las víctimas incluyen niños, estudiantes, defensores de los derechos humanos, periodistas y otros civiles.

Apoyamos enfáticamente la creación de un Grupo Interdisciplinario de Expertos Independientes por parte de la CIDH, como resultado de su visita in loco, y alentamos a la administración de Ortega a cumplir con sus mandatos. Insistimos en que haya una investigación exhaustiva, transparente e independiente sobre los actos de violencia para garantizar verdad, justicia y reparación para todas las víctimas.

El gobierno tiene la responsabilidad de garantizar y respetar la vida e integridad de sus ciudadanos bajo cualquier circunstancia. Debe garantizar el derecho a la libertad de asociación y manifestación pacífica y proporcionar garantías de seguridad para la oposición política.

El Centro Carter denuncia el enjuiciamiento y acoso sistemático de activistas sociales, periodistas y defensores de los derechos humanos. También rechaza las recientes acusaciones contra Félix Maradiaga, director ejecutivo del Instituto de Estudios Estratégicos y Políticas Públicas (IEEPP), por presuntos delitos de colusión, terrorismo y tráfico de drogas, así como las acusaciones contra otras personas que han trabajado incansablemente por la democracia y la protección de los derechos humanos en el país.

Recordamos a todos los nicaragüenses que el ejercicio de su derecho constitucional de protesta debe ser pacífico, tolerante y respetuoso con el pluralismo de una sociedad democrática, y exigimos el cese inmediato de todos los actos de violencia, intimidación y amenazas. Instamos al gobierno de Ortega a buscar mecanismos y soluciones para evitar una espiral descendente del conflicto, y exhortamos a todos los actores a reanudar el proceso de diálogo para llegar a una solución pacífica de la crisis política.
