Moon was admired throughout our great nation as a national leader in urban policy and a tough-minded and historically significant mayor. He effectively demonstrated that the new South would only thrive through racial coalition rather than the historical pattern of division. He was a superb secretary of housing and urban development, and I have been proud to have him in my Cabinet and as my friend.
